To limit the number and location of house-banked card rooms. The bill would prohibit the Washington State Gambling Commission from issuing additional house-banked card room licenses. Existing card-rooms would still be allowed to operate subject to local laws. Existing card-room owners could sell or transfer their business to another entity, or relocate to another jurisdiction that does not have any local prohibitions. See companion HB 1477. To change the date by which a
person must be licensed or must have submitted a completed application to conduct housebanked
social card games from January 1, 2007, to March 1, 2007. A city or town
with a population of less than 25,000 must provide for a referendum procedure if it adopts an
ordinance prohibiting the operation of house-banked social card games. House-banked social
card game land use zones must be wholly contained in one-third of the land use zone provided
for eating and drinking establishments. The Gambling Commission has absolute immunity
regarding any decisions it makes to issue, renew or not issue a license, or in its interpretation
of the bill or local ordinances enacted under the bill.

To modify the referendum procedure. Until July 1, 2010,
an ordinance, resolution, or other legislative act that prohibits the
operation of house-banked card games must be subject to referendum
according to state law.

To change the date for a card game applicant to be in operation or have
submitted a completed application from March 1, 2007, to March 31, 2007. It also clarifies
that the local jurisdiction actions to prohibit card games that are subject to referendum do not
include actions to prohibit card games in annexed territory.
